Harness – Stewards Inquiry – Race 1 Gloucester Park 2 December 2016 – FIFTH EDITION NZ

Given widespread speculation within the industry regarding this matter the following is provided in the interests of clarity and transparency.
Following the running of Race 1 at Gloucester Park on 2 December 2016, Stewards commenced an extensive investigation into all aspects of that race, in particular the disappointing performance of pre-post favourite FIFTH EDITION NZ and the wagering activity on that race.
On the 2 March 2017 a Stewards inquiry was commenced into a report received from RWWA Investigators, Mr Trevor Styles (Harness Form Analyst) and Mr Paul Criddle (Investigator) concerning the above.
Trainer of FIFTH EDITION NZ Mr Greg Bond (represented by counsel) and Driver Mr Ryan Warwick were directed to attend the inquiry.
After hearing evidence from several witnesses interviewed by the Investigators, the inquiry was adjourned and resumed on 12 April 2017 to admit further evidence and any submissions that either Mr Bond or Mr Warwick wished to bring forward.
The Stewards have today issued Mr Bond with the following charges arising from evidence heard to this stage of the inquiry;
Charge 1
Rule 209 False Information
A person employed, engaged or participating in the harness racing industry shall not knowingly
or recklessly furnish false information to the Controlling Body, the Stewards or anyone else.
Particulars
Particulars of the charge are that you did knowingly furnish false information to the Stewards,
namely that during a phone call with the Chief Steward Mr Carl Coady on 5 December 2016 you stated that you had included your runner FIFTH EDITION in a first four bet on Race 1 at Gloucester Park on 2 December 2016 when that was false.
Charge 2
Rule: 243 Behaviour detrimental to the industry
A person employed, engaged or participating in the harness racing industry shall not behave in a way which is prejudicial or detrimental to the industry.
Particulars
The particulars of the charge are that you as a licensed trainer behaved in a way that was prejudicial to the industry as is set out in the matters below;
Prior to Race 1 at Gloucester Park on 2 December 2016 in which FIFTH EDITION a horse trained by you was drawn to compete, you were aware from comments made to you by the Driver Mr R Warwick of the horse hanging and cross firing when he drove it in track work on Tuesday 29 November 2016
And;
On TAB Radio on the morning of the race meeting, spoke positively as to the prospects of the horse in the race including indicating it was the best of the night for the Bond team but omitted to make any reference to the matter brought to your attention by Mr Warwick in relation to the horse hanging and cross firing when he drove it in track work on Tuesday 29 November 2016
And
Expressed to the owner Mr Gartrell in a phone call to be beware given this matter that you were aware of from Mr Warwick
And
In relation to this race in question you had multiple bets, by way of a First Four with multiple combinations and a Quadrella, which deliberately did not include FIFTH EDITION at all.
Driver Mr R. Warwick has been advised that the panel after considering all the evidence heard to this stage of the inquiry do not believe that any charges are applicable in relation to him at this time.
The inquiry is to be resumed at a date to be determined subject to the availability of Mr Bond’s counsel as soon as is practicable, in order for Mr Bond to respond to these charges. The inquiry thus remains at a preliminary stage with the panel maintaining an open mind with respect to all matters.
Until the conclusion of the inquiry RWWA will not be making further statements.

    Great promotion of the sport Mr Bond well done sir.

    I've always just thought he was a terrible judge when discussing his horses but clearly he is just treating the punter with utter disdain.

    Extremely disappointing from an industry viewpoint, but innocent until proven guilty.

    The last decade has provided ongoing controversies that have brought harness racing into disrepute and must be turning punters away when they have so many other options.

    Surely no one can be that greedy? You just have to Google Greg Bond Western Australia net worth to see the financial position he is in.

    I could maybe understand a battler coming on and being less than truthful about a runner if they were desperate, wouldn't be happy about it but could understand.

    Someone who has had his level of financial success to do something like this makes me bloody angry. How do some of these participants look others in the eye?

    Hi, Gilga, On your above comment I totally agree. Lots of people like to thin that they are very clever by deceiving others. There was a survey done in America a few years ago and the results are as follows, 15% of people always will pilfer ,15% would never and 70% would if they knew that they would not get caught..

    Let's not forget that the winner of this race Limestone Bay was backed from $8 to $2.7 and has run one place in 9 starts since.

    Some were saying it should have been favourite anyway, based on what I am not sure, but subsequent events suggests that the majority of support came from those with prior knowledge of Fifth Edition's issues.

    RACE 1:                    WESTSIDE AUTO WHOLESALE SAN SIMEON QUALIFYING HEAT 3 MS PACE (2130M)

    LIMESTONE BAY NZ (Shannon Suvaljko) – Pre race blood samples were taken. Post race swab samples were taken. Stewards questioned driver Shannon Suvaljko in regard to the improved performance of this gelding in tonights event. Mr Suvaljko put forward that he felt that if LIMESTONE BAY NZ could lead it would be very competitive as he felt the only danger in the event was FIFTH EDITION NZ (Ryan Warwick) which was having its first start in the state. He said the horse had lead and raced very competitively in past runs. Stewards noted the comments of Mr Suvaljko.

    FIFTH EDITION NZ (Ryan Warwick) – Had a tendency to hang in throughout the event. Performed poorly. Stood down from racing for 6 days and until such time as the completion of a satisfactory trial. A subsequent veterinary examination after the event found this runner to have cuts and abrasions to its off fore leg after cross firing during the running of the event. When questioned, Driver Ryan Warwick put forward that FIFTH EDITION NZ had hung in at previous starts before joining the Bond Stable but had worked well in the lead up to tonights event. Mr Warwick expected a forward showing in tonights event and notified a gear change will be made before FIFTH EDITION NZ is next produced.

    BROOKIES JET NZ (Chris Voak) – Inconvenienced approaching the home turn on the second last occasion.

    ERIC JAMES (Troy Lewis) – Had a tendency to over race when the pace eased approaching the home turn to receive the bell. As a result was inconvenienced and contacted another sulky, breaking gait as a result. No action was taken under the circumstances. Tightened racing towards the back straight on the final occasion.

    ARGYLE RED (Aiden DeCampo) – Pre race blood samples were taken. Driver Aiden DeCampo reprimanded under the provisions of rule 163(1)(a)(i) for crossing in that racing towards the back straight on the final occasion shifted from the one wide line to the marker pegs when not clear of ERIC JAMES (Troy Lewis) causing that runner to be tightened for racing room.

    Im presuming this is the matter which Carl Coady lost his job

    At the time - he said it was a very trivial matter - so if you take that as fact - i would say that the multiple 1st 4s taken - are probably in the sum of $30- $40 maximum - and the quadrella ticket is probably $10 - thus it is a beat up about nothing

    Who knows why Greg Bond said what he said - maybe just maybe - he said what he said so the horse was guarnteed of running - if he had said on the radio that the horse was hanging in and cross firing - the stewards might have scratched it - he might have wanted to see how the horse raced

    Greg Bond has come across ( prior to this ) as a top ambassador for trotting - so i would give him the benefit of the doubt

    The only way Bond could be in trouble  would be if his multiple 1st 4 cost about $400- $500 - but it wont be - i bet you his 1st 4 cost about $25 and the quaddie ticket about a tenner - it will be for a pidddly amount

    He came across as a good bloke and to be promoting the industry this day too, only problem is he was talking utter bs, blatantly lying. How do we know this hasn't happened every single time he has done an interview? As I stated earlier some of the opinions of how he thinks races will be run/how horses will perform has been a mile off how I have had them lined up.

    In the stewards report after the race Warwick told the stewards that the horse had hung in at its previous starts before joining the Bond stable but had worked well in the lead up to the race and yet evidence in the inquiry suggests he told the trainer it was hanging and cross firing in its trackwork only a few days before the race. On the surface it would appear he has at least mislead the stewards.

    Surely the size of the bets are irrelevant. The fact that he went on radio and dead set declared the horse a good thing, before strolling up to the tote machine and placed bets against him is a disgrace. All the while knowing the horse wouldn't handle the tight track. I will never listen to him in a pre race interview again.

    The pool of punters/supporters in this sport are dwindling day by day. It's arrogant cases like this that continue to drive them away. Bond honestly wouldn't give a stuff about the punters that keep this industry alive because he makes his coin out of his business not harness racing.

    We have been round long enough not to take notice of what trainers/ drivers/ jockeys/ commentators / say.  The good thing is the horses become under the odds and you get a better price for the one you like...

    Mining Sector ;CONTRACTOR  SERVICES financial success more than likely is due to taking more than your fair share from  clients,how you obtain it  is the pertaint point was it through paying people in positions of trust kickbacks and they become the deceitful ones, was it supply and demand in boom time, and the client just wants the job done.Your company also provides impeccable safety records along with your services which sometimes allows you overs, as does previous successful contracts etc.
    Bonds credibility is at stake as a human being for the remaining years he has left on the planet.
    firstly with  his family people,he employs on all fronts- re- business clients and as a leading figure in the mining& horse industrys,then as we  all no the main ingredient in this industry is the punter ,how big or small they are.is irrelvant...  As the former worlds leading trainer Brett Pelling stated it is all about the $2 punter cause theres more of them,and  remember the lengths pelling has gone  to win races so his mindset was not only  based on skating past black box detection..


    Will take whats stated as close to the mark vision & tote  flucs confirm or throw  up a grey areas...what took  place...without having access to bonds form of betting and his normal betting patterns  does he back other horses in races he has runners in, a lot trainers and owners do just in case of misfortune to there runners it is called  saving or salvaging something from the wreck even if you believed deep down yours was a good thing.Was it  re-account betting with corporates or tab touch or simple did he bet on course with the terminals browny123 has stated they were caught on camera collecting?.....G.Hall stated on racing radio he had backed smoken -up prior to the inters in n.z. as he thought he was the one to beat, bingo he collected twice..only time i have heard of the perfect result.

    6. Whose betting accounts had the biggest pay outs on limestone bay as padberg stable is a betting  stable? did they have prior knowledge all was not well with bonds horse? normal stable &racetrack talk sometimes it is right other times it s said to get a better price....or did bonds or warwicks connections backed limestone bay ....To heavily backed re flucs  or does tab bet back fixed against normal tote  to square the ledger?  form students didn't find this one

    Like to hear what  was actually said in the interview on racing radio.  Was there geniune intent to
    enhance the dividends that was to be paid if limestone bay won the race..Or did bond honestly believe fifth edition was his  best seening how the stablemates performed  on the night.

    Think the old days ( yeah I know...living in the past haha ) were better when most trainers/drivers wouldn't tell you the time of day...let alone how there horse was gunna go! At least you knew where you stood. One trainer I asked one night many years ago if he had any good tips..said... 'yes just one son...be good to your mum' . Wise counsel indeed.

    This is an interesting inquiry on so many levels, very different in it's content to the norm and the ramifications of it's outcome could be far reaching? It's possible the result could see huge penalties to one of the leading stables in the state and that it has also seen the termination of the Chief Steward? I am led to believe that any penalty handed down to one of the trainers in a training partnership(Greg/Skye) would effect the whole partnership. Therefore, if a disqualification was found to be the appropriate penalty, the Bond camp as a whole would be out of action.
     If this was the inquiry that resulted in Coady's sacking, why wasn't he stood down pending the findings and outcome of this inquiry? Surely it was a different inquiry that lead to his demise otherwise he may have been found to have no case to answer once all evidence was heard? Wouldn't Coady be called as a witness by either RWWA or Bond if he had any involvement or could shed light on the particulars of the inquiry?
    How has this particular inquiry taken so long to commence, evidence to be heard and charges to be laid? The race in question was nearly 5 months ago!
    So many questions still to be answered and I am guessing a few twists and turns to play out now that Tom Percy is involved?

    Wouldn't they put the horses in Warwick's name or Bell's.Does Coady have to give evidence as he is now not a licensed person???

    They could put the horses in Bell or Warwick's name but going on other past disqualifications, Bonds would have to shift from the property or they would need to change the horses to another address. Doubt Carl was ever a licensed person but if subpoenaed he might have no option? RWWA might be hesitant to call him as a witness as he may have an axe to grind and give some evidence detrimental to their case?

    Could be wrong with different things in the  three  codes,time has little bearing on outcomes re enquirys as have seen trainers charged with positives well down  the track after the race.. noel kieley - horse ip- game of chance on going through his old swabs 2012  returned a positive to new drug that had been  only  abled to be detected with updated equipment.

    Think if fresh evidence came to light re-race fixing from  a couple years ago  were a  punters punting  pattern was found to shed light on particular races they would reopen inquirys for sure so think the time factor is of nil consequence..

    Have always thought previous  head steward didn't do a lot wrong it seemed the way borovica spoke on the radio, and stated back then he didn't think mr Coady career  was over as a steward
    only with rwwa, to make statement like that,i got the impression that he believed   mr. coady was rocking up to the footy wearing both teams jumpers.

    Stewards rule with zero tolerance allowance like p-platers..      ,Old stewards always ruled with the industry participants  as the enemy, unless they were related...Remmeber reading a article
    in trot-west were mr. coady stated he was new age steward thought it was better to rule with different mentality think the article may  have  been penned by julio abc. back 2002-04?.Which I believed how he ruled.

    No doubt if tom percy thinks mr. coadys evidence is benefical to bonds case..he will be called up.

    When Ross O got time he didn't have to move out Peter T.. moved in and they raced under his name .I don't think RWWA can subpoena .When I meant licensed he was under the jurisdiction of RWWA.

    Only trying to get the participants to realize your game is dying quick enough without speeding up the process and if you would like your children to be able to experience the harness lifestyle as business or purely hobby that option may not be there in ten  years time.... People that run rwwa  find that harness is too hard to run they will let outback    country clubs be the first  ones to suffocate as we have seen  merriden.walya. Cunderdin York .traying. kalgoorlies next 2yrs?   and quickly move towards the city.

    Have friends in the three codes we all know a special type of very hardworking and humerous bred  of  people are in the industries...The core of the business  isn't reliant on harness like it was in the sixtes

    How much did Hall get fined for stating that he had a horse in his name and was standing in for some one else?

    Rex;; didn't hall say half way through the interview the horse actual belongs to micheal ferguson...no malice intent or deceit dealt out to the general tip followers of racing radio.. miles apart in working out the penaltys aspect..hall virtual said come and get me and  horse was scratched on the night ?...

    I would compare this case more with the Chris Gleeson case a few years ago in Sydney..deceived the punters and had a full up with the exotics..his penalty ..LIFE
