Thoroughbred Racing Committee outcomes

INDUSTRY COMMUNIQUE
Following the Thoroughbred Racing Committee (TRC) meeting held on 15 May 2018, the TRC Chairman wishes to advise the following outcomes.
• Thoroughbred Racing Distribution and Funding Priorities 2018/19
o Detail on proposed distributions in club and participant funding was discussed, and high level requirements for key strategic priorities agreed, with industry funding to be finalised in June 2018.
Priority for funding
High Level Objective
Ownership
To reinvigorate Western Australia as an attractive jurisdiction to own and race thoroughbred racehorses.
Marketing
To revitalise the relevance of WA thoroughbred racing through significant investment in marketing, branding and content.
Infrastructure
To facilitate viable race clubs with sound funding models, suitable facilities (infrastructure), sound business models and appropriate governance structures.
• Handicapping and Programming Review
o An update to the Handicapping and Programming Review was discussed, with Dominic Beirne due to present his findings to the TRC at their June meeting.
o An industry session with Dominic (at Ascot) will also be held on Tuesday 12 June, more information will be publicised in due course.
• Field Sizes
o Discussion was held in regards to the critically low level of race fields being experienced in WA, in particular Ascot Saturday’s and Kalgoorlie Sunday’s; with strategies to mitigate the impact to industry revenues prioritised.
• Westspeed Review
o The TRC endorsed the scope of the Westspeed Review post initial engagement with Breeders. While no major issues were identified, management will proceed with modelling key findings prior to final consultation with the industry.
o The Westspeed Scheme will therefore remain unchanged for the 2018/19 season, with any prospective enhancements post further consultation, implemented in the 2019/20 season.
• Careers in Racing
o A four (4) stage marketing campaign has been developed to promote careers in racing in WA starting with apprentice jockeys in mid-May. Part of this has been a brand refresh utilising strong branding elements (font, imagery, music and V/O) to present careers in racing as a strong competitor in the elite athlete education arena and be attractive for the target audience.
o The strategic direction of Careers in Racing, and Apprentice Jockey training has been reviewed and discussed.
• As part of the ongoing consultative process with the WA racing industry, RWWA will be hosting industry information sessions for all clubs and local industry participants at the following venues on:
o Friday 25 May, 11:00am, Lark Hill Training Complex
o Tuesday 29 May, 6:30pm, Geraldton Turf Club
o Tuesday 5 June, 11:00am, Ascot Racecourse
o Thursday 7 June, 6:30pm, Albany Racing Club

    WOW!  The breeders have no issue with the system that gives them MORE money when the horse they own wins a race!! (*)  Why is this even  a dot point?

    Now, is anyone looking at the relationship between ownership (desribed as a High Level Objective) and Westspeed?  In that does it encourage MORE owners into the industry, or does it actually do the opposite, in that it stops people bringing over eastern states horses that are competitive?  (I agree you'd be crazy not to have a horse in WA that could not nominate for Westspeed......  sorry @RIO) 

    (*)  I've only gone back over the past 5 Saturday races, but have found only 2 out of 19 races won with westspeed, where the Breeder did NOT have an ownership content.  (Yes @Tivers, your included in that, so bringing in owners by share is a positive).  But I can also see that 9 of the 19 are 100% owned by the breeder? 



    PS  $292.500 of westspeed has gone to the breeders in the past 5 weeks (No, your not included
    in that number @Tivers) on top of the prizemoney.  Good investment???

    The issue with Westspeed is that it rewards people for buying a east coast mare, leaving it in the east coast and breeding it to superior stallions and then bring the foal over her to race against locally bred horses. Primarily done by the studs themself as a great resource for sles returns, or increasingly - due to the lack of buyers - to race themselves.

    Now you cant change that.People have invested heaps of money to be involved and you cant change the rules in a hurry, due to how people has structured their involvement in racing.

    My suggestion for an outcome is free Westspeed for mares stabled locally and mated to a local standing stallion. And an announcement that in 3 years only foals born in WA are eligible for Westspeed....

    In the background we are missing out on work for a lot of part timers, stable and stud hands, etc all because Westspeed is rewarding people for not supporting local mares and stallions. AND they put off a review s they had no major issues identified!?!??! WTF......Seriously why are the breeders involved in this at all??? Its the owners that put in the big dollars into the system and they aren't even consulted!?!?!?!!?

    And Gaz, it is so important that we get as many different views on this as possible.....As RWWA are incapable of having a discussion with anyone who has an opinion that is different to them...

    Is this the committee that our old poster is on??? Fcuk hitting some big runs with that release !!!

    If you close it to all horses 100% bred in WA only the industry will collapse in upon itself, as there’s not the numbers / variety here to provide the gene pool required to constantly improve.
    Will end up just a herd of inbred donkeys.

    Not what i said Tivers...The mares can be mated with any stallion, but bought back here to be foaled. So that the local industry is supported and maintains the skills that are needed to raise, eduacate and handle young horses.

    If the stallions and mares are so much better - and we know they are and will continue to be - then those that choose to use WA sires and Mares, get free Westspeed in case they get lucky. While  those who can afford the better mares and stallions are free to keep on winning as they have been. It wont effect the distributions at all...

    All the change would do is remove the cost for those that choose to use the local services. Now those of us who are smart enough realise that all the dreamers in the WA industry are paying the top end of town to keep buying better animals that keep taking all their Westspeed inputs!!!!

    So if all us local breeding mugs get free entry for our home bred or local bred animals, there wont be enough money in the kitty to pay for the better bred animals to take all the Westspeed...and if that happens WESTSPEED will collapse. Fail. And will the home/small breeder be badly effected if it did?? NO, as they normally only give inputs with no take outs.
