Unregistered Person - Diisqualified and fined?

Obviously not knowing the background to the story below- just wondering how someone can be disqualified me fined from RWWA when they aren't registered(and weren't registered at the time of the offence)?

Thoroughbreds – Stewards Inquiry – Mr Darryl Stone
RWWA Stewards today concluded an inquiry into the conduct and behaviour of Mr Darryl Stone
at the race meeting held at Bunbury Turf Club on 2 November 2017 and an allegation that he
was handling a horse trained by Mrs Alison Stone, namely TOMMY TWO GUNS on course when
not licensed. The inquiry also included the conduct and behaviour of Mr Darryl Stone at Bunbury
Turf Club on 26 November 2017 and the circumstances surrounding the withdrawal of TOMMY
TWO GUNS.
At a previous hearing conducted on 22 February 2018, unregistered person Mr Darryl Stone had
pleaded not guilty to the following charges;
First charge, under AR 175 (a) with the specifics of the charge being that on 2 November
2017, Mr Darryl Stone being an unregistered person, did assist in saddling up and leading
TOMMY TWO GUNS prior to the commencement of race 6 at the Bunbury Turf Club, which
in the opinion of the Stewards is an improper action in connection with racing.
The second charge, under AR 175 (j) with the specifics of the charge being that on 2
November 2017, prior to the commencement of race 6 at the Bunbury Turf Club, Mr Darryl
Stone, being an unregistered person, whilst leading TOMMY TWO GUNS in the vicinity of
the stall area, did engage in the use of improper behaviour towards Stipendiary Steward
Mr Doug Mead, in relation to his duties by stating to him inappropriate words and attempted
to hand the lead rope to Mr Mead.
The third charge, under Australian Rule 175 (q), with the specifics of the charge being that on 2
November 2017, prior to the commencement of race 6 at the Bunbury Turf Club, Mr Darryl Stone,
being an unregistered person, whilst in the vicinity of the mounting enclosure and in the presence
of Stipendiary Steward Mr Martin Vickers, did use inappropriate words in relation to Stipendiary
Steward Mr Doug Mead, which in the opinion of the Stewards constitutes misconduct.
The fourth charge, under AR 175 (a) with the specifics of the charge being that on 26 November
2017, prior to the commencement of Race 6 at the Bunbury Turf Club, Mr Darryl Stone being an
unregistered person, did carry a gear bag for Licensed Trainer Mrs Alison Stone whilst in a
restricted area, namely the stall area, which in the opinion of the Stewards is an improper action
in connection with racing.
The fifth charge, under AR 175 (q) with the specifics of the charge being that on 26 November
2017, prior to the commencement of race 6 at the Bunbury Turf Club, Mr Darryl Stone, being an
unregistered person, did enter a restricted area, namely the scales area and proceeded to record
Steward Mr Doug Mead with his mobile
The sixth charge, under AR 175 (q), with the specifics of the charge being that on 26
November 2017, prior to the commencement of race 6 at the Bunbury Turf Club, Mr Darryl
Stone, being an unregistered person, did record Senior Steward Mr Chris Brown with his
mobile telephone, in a restricted area, namely the Stewards room which in the opinion of the
Stewards constitutes misconduct.
On 22 February 2018, Mr Stone presented further evidence in support of his not guilty pleas.
After considering all of the evidence, Mr Stone was found guilty by the Stewards of all 6
charges.
Due to personal reasons Mr Darryl Stone had previously applied and was granted an
adjournment. The inquiry was re scheduled for 8 May 2018 where further submissions on the
question of penalty were submitted via a telephone link up by Mr Stone.
After careful consideration, Stewards determined to issue the following penalties;
First charge, under AR 175 (a) – Fine $250.00
The second charge, under AR 175 (j) – Fine $500.00
The third charge, under Australian Rule 175 (q) – Disqualification 4 months
The fourth charge, under AR 175 (a) – Fine $500.00
The fifth charge, under AR 175 (q) – Fine $750.00
The sixth charge, under AR 175 (q), - Fine $750.00
The principle of Totality was considered by Stewards who determined, in these circumstances,
that all fines were payable in full in addition to the disqualification of 4 months which will take
effect immediately and expire on 14 September 2018.
In consideration of penalty, Stewards were mindful of the following;
Mr Stone’s unregistered status
That although he was unregistered, he was bound to the rules of racing and
liable to penalty under these rules
These were Mr Stone’s first offences under the rules
Mr Stone’s record when licensed previously
The circumstances and seriousness of each offence
Mr Stone’s personal circumstances
