What is going on at RWWA

West Australian Racing
Fires everywhere as far as RWWA is concerned.

The long awaited conclusion to the Williams matter may or may not occur on Friday, but RWWA have taken the unusual step of barring the media from covering the proceedings in a total shutdown of transparency. I know who has made this decision and it is fraught with danger. The Industry needs clear rules and procedures and they need to understand that the public are starting to lose confidence in the WA product.

Urine sampling is simply not enough, blood sampling needs to be the norm not just when a horse dies.

A Reinsman apparently punched someone in a race or something like that.

Greyhounds returning positives.

Multiple Thoroughbred Trainers getting time or fines for a variety of offences. Offences ranging from basic care of horses to outright assault, then there are a number of positives to banned substances.

Stewards simply don't know which way to turn and the support of their overlords seems to have weakened to a point not previously seen. Seemingly they no longer have the ammunition to take on anyone other than a few minnows.

Betting turnover has declined under the weight of economic pressures.

    As we keep posting Nothing to See, stewards should demand respect and that ain't happening.

    The reluctance and inability of RWWA and the Stewards to enforce their own regulations is already affecting the integrity of racing in the state.

    The fact that a high profile trainer can return a positive sample in January on a horse from October last year and still be able to train is inexcusable.

    Trainers and owners who have done nothing wrong are the ones who are penalised in the interim as in spite of the return of a positive sample for a banned substance they are free to enter horses in feature races and take prizemoney and also jockeys who would otherwise be available to trainers who are not under scrutiny.

    Just look at GP Tuesday night, it was like there
    were no stewards four the last 3 races. Someone
    should of got time up to 3 months and didn't  even
    get asked the question , they all know there is
    no accountability and you can do whatever you
    what too. Its just a JOKE I don't know why i watch
    the replays anymore. Turnover will reduce with stewardship.
    As I've read Ray and Steve would off seen it , but not
    even a question by our men incharge but 100s would
    of watched and said this has to be questioned. (but no)

    For a successful racing industry integrity and handicapping are the top two KPI's and we lack both.

    I can't elaborate too much, but the lid is about to come off the rubbish bin that is RWWA.

    I wouldn't be surprised if their are not casualties from what has transpired this week.

    Please don't ask for details for reasons that will become apparent in the days and weeks ahead.

    Does anyone know why RWWA no longer reports Stewards Inquiries? Is this a policy change or the directive of an individual?

    Interesting question Damien, The Corporate Communication Team only deliver good positive news headed by Zach Relph and Steve Butler so anything negative towards the Racing Industry is left up to others 8-|

    Disrepute is a noun that refers to the state of having a bad reputation or losing the respect, trust, and esteem of others.It descibes a condition where a individual, organiztion, profession, or ideal falls into disgrace or public disfavor.

    Harness stewards’ inquiry – Trainer Mr Aiden De Campo
    Racing WA Stewards have concluded an inquiry into reports from ChemCentre in Perth and
    Racing Analytical Services Limited (RASL) that dexamethasone had been detected in the postrace sample taken from BETTOR BEHAVE, following it racing in and winning Race 4 at Pinjarra
    on 23 February 2026.
    After hearing evidence from Trainer Mr Aiden De Campo, ChemCentre representative Dr A
    Nolan, Racing WA Head of Veterinary Services Dr J Medd and Racing WA Senior Steward Mr M
    Vickers, Mr De Campo pleaded guilty to a breach of RWWA Rule of Harness Racing 190 (1), (2)
    and (4).
    Particulars:
    Particulars of the charge are that Mr Aiden De Campo as the licensed trainer presented
    BETTOR BEHAVE to race in Race 4 at Pinjarra on 23 February 2026 where it raced and
    finished first, not free of the prohibited substance dexamethasone.
    The matter was adjourned for Stewards to consider the appropriate penalty in all the
    circumstances. Stewards determined the penalty to be a $7000 fine.
    Further acting under the provisions of RWWA Rule of Harness Racing 195, BETTOR BEHAVE
    was disqualified as the winner of Race 4 at Pinjarra on 23 February 2026, with placings adjusted
    and all relevant prizemoney to be returned and redistributed accordingly.
    When determining the penalty, Racing WA Stewards considered, among other things:
    • Mr De Campo’s plea of guilty and forthright manner when addressing this inquiry;
    • Mr De Campo’s record in relation to prohibited substances;
    • That the reported level was said to be in the lower range;
    • That on the evidence of the administrations of dexamethasone via nebuliser present in
    Mr De Campo’s treatment record book, Dr Medd recommended a greater period of
    withdrawal time of the drug prior to racing;
    • The nature of the prohibited substance detected, namely dexamethasone which is an
    anti-inflammatory substance and a therapeutic agent;
    • The intent and purpose of Rule 190 (1), (2) and (4) which was directed to ensuring a
    level playing field and maintaining the necessary confidence of those supporting or
    involved in the racing industry; and,
    • Precedence in past cases.

    WA Racing Minister Paul Papalia has announced his retirement from WA political service. This has prompted a cabinet reshuffle and of course this has ramifications for the racing industry. In one respect I'm glad to see the back of him, as his audition for the role of Nero 'fiddling while Rome burned' could easily sum up his contribution to WA Racing.

    The current review into RWWA of course goes to the Racing Minister, unfortunately the likely outcome of a cabinet reshuffle is that a novice steps into the role and traditionally ministers have  taken advice from RWWA. When you don't know what the answers are yourself, you tend to take advice from perceived experts as verbatim.

    With the current abandonment of transparency of anything negative, RWWA are highly unlikely to openly advise any incoming Minister in any meaningful way that will impact on their current spineless approach to taking on anything that will rock the boat.

    Nothing to see here Son, move on.

    He's retiring just short of his 20 years anniversary as a politician. The 20-year milestone in a government position normally means a better pension, super and all the benefits that come with it.
    Is he abandoning a sinking ship?

    Will Paul go to the private sector as have the last three Labor energy ministers and fill his pockets up screwing the industry that he was paid to represent.

    I'm not saying the man deserves to retire, but he did nothing for Racing in real terms and just rubber stamped everything RWWA requested of him and his defence was that RWWA was set up to keep the Industry at arms length, therefore allowing them to wash their hands of issues but still have free tickets for the gravy train and the plaudits every time they turned up at a function free of charge.

    You will get more of the same with his replacement because Racing has no votes in it. It's not hospitals, or schools or Police, so the greater public don't care about a minority sport so long as they don't kill greyhounds or horses, when they do they suddenly care about every aspect.

    What's wrong at the moment is that you have oversight via Govt, but they hand responsibility to RWWA who at the moment are doing more to mispresent the image of Racing by white washing all perceived negative incidents. Stunningly that only suggests corruption to the punters who lose faith in the product. It might be news to readers that are wholly immersed in all things WA, but the Eastern States only give you lip service and polite nods to keep WA based Owners sweet, but snigger at your racing offered.

    In 2027 if not before, the Asian black type pattern committee  review will downgrade several WA races including the WA Derby to Gr3 (currently Gr2 after being a Gr1 fourteen years ago) the Winterbottom Gr1 is being considered for downgrade to Gr2 so that the Golden Eagle can assume Gr1 status as it is currently not black type.

    This probably means nothing to punters but it does have a knock on effect for WA Breeders and those looking to sell WA black type onwards via broodmares.

    What it does scream though is that we all see what is happening and those in charge just keep asking all of us to go along with the charade instead of doing the easy thing and become transparent and intolerant of those who would seek to take a different course.

    And what could any Racing Minister do under the RWWA Act.

    The RWWA Act is a result of both the thoroughbred and pacing industries lobbying, wanting autonomy from government interference. You get what you wish for sometimes.

    Interesting that not mentioned were other Group One considered for downgrading or a warning issued

    Sydney Cup
    The Metropolitan
    Queensland Derby
    VRC Derby
    SA Australasian Oaks

    Group one's in harness are out of control, in WA we only have around 6 real Group One's.Not sure of the current total but it would be 20 plus.

    You mention the Sydney Cup - and i allways thought Double Century lost the Syd Cup  on protest to Dulcify

    But when i googled it - it was actually the AJC Derby of 1979 - i fluked getting a replay which i just watched

    If you google Gallops; Controversy in the 1979 AJC Derby at Randwick  Facebook - you will get the full replay . Yes Dulcify loomed up DC definitely drifted off the track - but that horse had a big kick on it - . The racecaller J Tapp said it flattened Dulcify and there will be a protest for sure . 3 qtrs of a length margin - i reckon Dulcify might have been peaking on its run - i dont think it was a certainty to win the race - but the protest was upheld

    Great era of racing back then
