Lifetime ban for horses in Ireland testing positive to a prohibited substance

Any horse found to have been administered a prohibited substance in Ireland will be banned for life by Horse Racing Ireland under new measures recommended by the Anti-Doping Task Force.

The ban is one of several measures recommended in a 16-page report released by the Irish Thoroughbred Industry Anti-Doping Task Force in Dublin on Thursday.

The lifetime ban on racing in Ireland would be applied to horses illicitly administered a substance "prohibited at all times" anywhere in the world with no automatic therapeutic use exemption for anabolic steroids.

Any horse entered for sale at public auction in Ireland will be liable for testing and an ongoing research programme into new and emerging threats in equine doping will be supported, including collaboration with other racing laboratories.

The Board of Horse Racing Ireland, in conjunction with the Turf Club, established a 16-member industry-wide Anti-Doping Task Force in 2014.

The ADTF issued a statement with the report.

"Illegal performance enhancing drugs have no place in the Irish racing and breeding industries,” the statement reads.

"In particular, the Task Force supports the position of the International Federation of Horseracing Authorities that the use of anabolic steroids should not be permitted in or out of competition.

"Doping is cheating, and cheating is fraud. Cheats have no place in our industry. Doping confers an unfair advantage on one individual over another, has the potential to pose serious welfare risks to horses and damages the perception of racing and breeding.

"Ultimately it places at risk the valuable trade in Irish bloodstock and the business of betting on Irish racing. The organisations that we represent strongly support a robust anti-doping strategy in Irish racing and breeding.”

The Task Force will meet again in six months to review progress with the implementation of the recommendations outlined in the report.

I'd guess that some trainers would rather have a jail sentence than having to front up to some of the horse owners!!!!! It's probably a good way to try and stop it.....

that's like saying that every racehorse that retires from racing goes to the knackery...And that just isn't the case.

i think it is a novel way of dealing with it. We are probably talking 3 or 4 a year. And who would want to take a horse to a trainer that cost someone a lifetime of racing..Whereas at the moment they get a 2-5year ban and explain it to owners as trying to get the best out of hem and overstepped the line...

Would any owner seriously consider taking horse to a trainer like that??? Cos a lot of them seem to have no problems taking horses to trainers after they do their time!

I think they're also targeting the 'out of season' doping. Horse gets a massive dose while in the paddock, and comes back into training/sales ring with an advantage over every other horse, even though they get nothing (so don't test positive) while in training and racing.

Might be a novel way but why do the innocent parties (horse and owners) get penalized?

The other issue here is if an individual with a grievance against an owner deliberately administers a prohibited substance to a horse with revenge in mind.

That is one of the reasons why the rules now provide for presenting a horse drug free rather than proving administration against the trainer.

I am not sure that the Irish have thought this through as it could open up a Pandora's box particularly in litigation.

Stable security from an owners perspective would have to become a priority under this regime.

I'd imagine that this hard line approach would clean the game up no end. Kind of like countries where there are severe penalties in place for theft etc such as Singapore.
If only we followed suit here- in racing and everyday life.

The new approach in Ireland will surely only have a handful of victims per year due to the severity of the penalties. Assuming that the trainer will get caned too

When the Godolphin trainer in the OK had positive swabs he was disqualified for 7 years (I think) and all his horses were banned for 6 (or maybe 12) months.
